Wes Martel speaks about the return of buffalo, tribal governance, water codes and the need to adapt. He tells the story of how his elders approved of the concept of paying for water rights as a way of respecting the new buffalo which in the white man’s world is the dollar. The important issue is to use this new buffalo in the right way – to strengthen families and communities. Leadership within the tribe needs to stay true to this guiding principle.
